Deadlock uses an 11 rank ladder, from Initiate up to Eternus, with an Obscurus placement state for unranked players. Each rank contains six subranks labelled I through VI, which gives 66 total ranked badge levels. Your visible badge is calculated as tier times 10 plus subrank, so Arcanist IV sits at badge level 44 and Phantom I sits at badge level 91. The current median Deadlock player is ranked Emissary III, and the most populated tier is Oracle.
Each tier holds a fixed badge range. The table below lists every rank with its current player share, sourced from 3,091,536 ranked players.

You rank up by winning ranked matches. Each match shifts your hidden MMR, and your visible badge updates after a batch of games rather than after every single match. Performance inside the match, including KDA, net worth and objective damage, also feeds into the hidden MMR calculation. Losing streaks can drop you back a subrank, but tier demotions are rare.
Roughly 17.2% of ranked players sit in Phantom, Ascendant or Eternus combined. Eternus itself is held by only 2.18% of the ranked population, which makes it the true top of the ladder. The bulk of the player base clusters in the Seeker through Ritualist range, which is where you will find most of your matchmaking pool.
