Silver benefits from tempo buying way more than most heros. What is TEMPO BUYING you ask? It's when you buy with the money you have so you can fight and be stronger than your enemy who is saving money to buy a stronger item. Silver is a fighter and an early to mid game fighter at that, fight when you're able and play with your team.

Focus on hitting all your abilites, its even harder to get wolf form now since you have less damage on your 1, damage items have more value now because of that so you might need an extra damage item earlier than later.
